Mindanao, an island in the Southern Philippines, is currently going through the world's second longest civil unrest. The centuries of colonial invasion created a culture of resistance and violence among the indigenous Muslims. After the colonial domination, there has been armed confrontation between the Philippine government and the Moro National Liberation Front (MNLF). Mindanao is notorious for being a melting pot of political unrest and religious animosity. Religion cannot be said to be the main cause of the conflict but is certainly a very important part of the current unrest.

In order to make a breakthrough for local peace and development, Archbishop Capalla and the late Mahid Mutilan, president of the Ulama League of the Philippines, launched the Bishop-Ulama Conference (BUC) in 1996 as an interfaith group for Mindanao bishops and Muslim religious leaders in Mindanao.

IPCR decided to help BUC in its earnest effort to bring peace to the region and initiated Interfaith Dialogue and Cooperation Project. There are numerous tribes in the island and they preserve their own unique cultures and languages. Linguistic differences make it hard for people in the region to communicate with each other, to say nothing of any talk on peace. Reflecting on this reality, IPCR set up a Formation Center for Interfaith / Intercultural Dialogue and Peace, where selected youth from each tribe are trained to become interpreters for not only the languages but also cultures of other tribes, which will facilitate communication among the tribes, foster mutual understanding and cooperation, and eventually bring sustainable peace in the region. The duration of the project is three years from September 2009 to August 2012.
